PowerHousing Australia Welcomes State of the Housing System report: A clear call to Invest in Social and Affordable Housing

PowerHousing Australia welcomes the release of the State of the Housing System 2025 report by the National Housing Supply and Affordability Council (NHSAC). The report cuts through the noise with a clear, data-driven message: the only way to restore fairness and functionality to our housing system is by massively scaling up investment in social and affordable housing.

“This report says what our sector has been shouting for years: Australia needs more social and affordable homes, and we need them now,” said PowerHousing Australia Acting CEO, Alex Raphael. “It confirms that the private market alone cannot solve the housing crisis – community housing must be at the heart of the solution.”

Key report recommendations PowerHousing Australia strongly supports includes:

  • A significant, sustained boost to social and affordable housing stock – not just as a safety net, but as a core part of a healthy housing system.
  • A long-term pipeline of funding and land supply to give not-for-profit community housing providers the certainty they need to build at scale.
  • Rebalancing housing policy away from speculative incentives and toward outcomes that prioritise secure, affordable homes for people on low and modest incomes.
  • Better data, coordination and accountability across governments to drive long-term reform.

With the report projecting a shortfall of over 163,000 homes by 2032, the message is clear: unless governments act decisively, the gap between those who have secure housing and those who don’t will continue to grow.

“We don’t need more pilot programs or temporary fixes – we need a generational commitment to growing social and affordable housing,” said Ms Raphael. “The community housing sector is ready to deliver – we just need governments to unlock the policy and investment settings to let us get on with the job.”

The sector manages almost 100,000 homes and is ready to scale up with the right policy and investment settings. Governments must act now to support the people and communities most in need.

“This report must not sit on a shelf. It’s a powerful mandate for action, and PowerHousing Australia urges all levels of government to respond with the ambition and urgency this moment demands”. Ms Raphael said.
