Canberra's housing affordability crisis is causing a ''human crisis'' that is ''snowballing'' among the city's poor, according to community groups. A Legislative Assembly Committee has been told of children sleeping in the family car while waiting to be housed and of public tenants living in fear of their neighbours while they wait to be transferred.
